Digital Document Accessibility Standards

Purpose

Conroe ISD is committed to ensuring that digital documents are accessible to all users, including individuals with disabilities.

Scope

Applies to:

  • Employee handbooks

  • Student handbooks

  • Course catalogs

  • Forms and guides

  • Public-facing PDFs and documents

Preferred Formats

When practical, information should be provided as:

  • Accessible web pages (HTML), or

  • Accessible PDF documents

  • Large publications may remain in accessible PDF format when HTML conversion is not practical.

Accessible PDF Requirements

Structure

  • Use proper heading hierarchy

  • Maintain logical reading order

  • Use tagged PDF structure

Alternative Text

  • Provide alt text for images, charts, and graphs

  • Ensure descriptions convey meaning, not just appearance

Color and Contrast

  • Meet WCAG 2.1 Level AA contrast requirements

  • Avoid conveying meaning using color alone

Links

  • Use descriptive link text

  • Avoid raw URLs

Tables

  • Include header rows

  • Avoid merged cells where possible

  • Ensure logical reading order

Large Documents

Some older documents may not fully meet accessibility standards.

When identified:

  • Documents will be remediated when feasible, or

  • Information will be provided in an accessible format upon request

Staff Guidance

Staff are encouraged to follow accessibility best practices when creating documents in:

  • Microsoft Word or PowerPoint

  • Adobe Acrobat

  • Google Docs

Users who experience difficulty accessing district documents may request assistance by contacting the Communications Department.
